PUBLIC NOTICE SUN CORRIDOR METROPOLITIAN PLANNING ORGANIZATION (MPO) REGIONAL TRANSPORTATION PLAN 2050 UPDATE

The Sun Corridor Metropolitan Planning Organization (MPO) is providing a preliminary DRAFT copy of the Regional Transportation Plan (RTP) 2050 update for public review and comment.  The public comment period will start from January 11, 2024 through February 10, 2024.

The Sun Corridor MPO RTP defines the region’s strategy for creating a regional transportation system that accommodates the current mobility needs of residents, while also looking to the future. It is a 25-year multimodal plan developed in conjunction with Sun Corridor MPO member jurisdictions, Federal Highway Administration (FHWA), Arizona Department of Transportation (ADOT), Maricopa Association of Governments (MAG), Central Arizona Governments (CAG) and other transportation stakeholders. The RTP describes how federal transportation funds, provided to the Sun Corridor MPO, will be expended over the next 25 years within the Sun Corridor MPO planning area. The RTP is a financially constrained plan, meaning that projected expenditures are programmed consistent with anticipated revenue. The RTP addresses all modes of transportation, including automobile, bicycle, pedestrian, transit, truck, air, and rail movements. The RTP is updated once every four years, enabling the plan to evolve as the region continues to grow and develop. This Plan is an update of the RTP adopted in March 2020.

The documents will be available on the SCMPO website at www.scmpo.org and during normal business hours at the SCMPO office, located at 211 N. Florence St. Ste. 103, Casa Grande, Arizona 85122. Special accommodations for reviewing the draft document may be requested by contacting Jason Bottjen at the email address listed below. Public comments may be submitted in writing by 10:00 a.m. on February 10, 2024, to the address below.

Draft SCMPO Regional Transportation Plan 2050 Update

CENTRAL ARIZONA GOVERNMENTS PUBLIC NOTICE:

The Central Arizona Governments (CAG) invites and seeks qualified firms or individuals, either singly or jointly with other firms, to submit a proposal for consideration to conduct the Pinal County Coordinated Mobility Gap Analysis (Analysis).

The primary purpose of this Analysis is to increase the understanding of the transportation needs of the elderly and disabled populations in Pinal County by reassessing current 5310 and similar transportation providers, identifying the gaps between current services and needs, and prioritize strategies to address those identified gaps at a sub-regional level using a data driven approach.  The Analysis will not only look at gaps in need, but the financial gap that exists as well.  By breaking down Pinal County into smaller sub-regions or zones, attention can be given on a more focused level that has little or no transportation alternatives.  The Analysis will inform agencies and organizations of Pinal County where alternative transportation services are lacking for the disabled and/or elderly populations.  The “Financial Gap” task within the proposed Scope of Work is to also identify the funding needed that would close the identified gaps in services.  The results of the Analysis will:

  1. Assist current program providers where they may be able to help mitigate the lack of services,
  2. Encourage the establishment of new providers, as well as understand the financial responsibilities it would take in order to provide the needed services,
  3. Provide Pinal County the tools to make financial decisions to potentially help fund existing programs to expand in areas lacking services and or establish a new program, and
  4. Help identify existing providers currently unknown to be revealed through Pinal County.

All Request for Proposals will need to be received by 2:00 PM on Wednesday, September 13, 2023, sent electronically, via email, to Travis Ashbaugh at tashbaugh@cagaz.org with the subject line “Request for Proposals: PINAL COUNTY COORDINATED MOBILITY GAP ANALYSIS.”  The electronic file shall be in PDF format not to exceed 9 MB in file size for email purposes.  Any proposal received after 2:00 PM on September 13, 2023 will be rejected.  Submittals must conform to the guidelines as specified within the Request for Proposal.  All qualified firms or individuals will be notified of the anticipated date of final selection.

A hard copy of the RFP may be obtained via mail upon request.

PUBLIC NOTICE ON A PROPOSED AMENDMENT TO THE FY 2023-2027 SUN CORRIDOR METROPOLITAN PLANNING ORGANIZATION TRANSPORTATION IMPROVEMENT PROGRAM,
REGIONAL TRANSPORTATION PLAN 2040 UPDATE, AND CONFORMITY ANALYSIS

The Sun Corridor Metropolitan Planning Organization (MPO) is notifying the public of a proposed amendment to the FY 2023-2027 Sun Corridor MPO Transportation Improvement Program (TIP) and Regional Transportation Plan 2040 Update (RTP). A conformity analysis has been conducted for the proposed amendment to the FY 2023-2027 Sun Corridor MPO Transportation Improvement Program and Regional Transportation Plan 2040 Update. Both the proposed amendment and conformity analysis are being provided for review and comment. The proposed amendment requires a new conformity determination.

The proposed amendment to the FY 2023-2027 Sun Corridor MPO Transportation Improvement Program and Regional Transportation Plan 2040 Update is required for various project changes. The conformity analysis includes a regional emissions analysis to support a finding that the amendment to the FY 2023-2027 Sun Corridor MPO Transportation Improvement Program and Regional Transportation Plan 2040 Update meet transportation conformity requirements for PM-10 and PM-2.5 in the Pinal County nonattainment areas.  The results of the conformity analysis indicate that the proposed amendment, when considered together with the TIP and RTP Update as a whole, will not contribute to violations of federal air quality standards.

The documents mentioned above are available for review and comment on the Sun Corridor MPO website at www.scmpo.org. Special accommodations for reviewing the draft documents may be requested by contacting Jason Bottjen at the email address listed below. Public comments may be submitted in writing by 10:00 a.m. on May 20, 2023, to the address below.

PUBLIC NOTICE ON A PROPOSED AMENDMENT TO THE

FY2020-2029 SUN CORRIDOR METROPOLITAN PLANNING ORGANIZATION

TRANSPORTATION IMPROVEMENT PROGRAM,

REGIONAL TRANSPORTATION PLAN 2040 UPDATE, AND CONFORMITY ANALYSIS

The Sun Corridor Metropolitan Planning Organization (MPO) is notifying the public of a proposed amendment to the FY 2020-2029 Sun Corridor MPO Transportation Improvement Program (TIP) and Regional Transportation Plan 2040 Update (RTP). A conformity analysis has been conducted for the proposed amendment to the FY2020-2029 Sun Corridor MPO Transportation Improvement Program and Regional Transportation Plan 2040 Update. Both the proposed amendment and conformity analysis are being provided for review and comment. The proposed amendment requires a new conformity determination.

The proposed amendment to the FY2020-2029 Sun Corridor MPO Transportation Improvement Program and Regional Transportation Plan 2040 Update is required for various project changes. The conformity analysis includes a regional emissions analysis to support a finding that the amendment to the FY 2020-2029 Sun Corridor MPO Transportation Improvement Program and Regional Transportation Plan 2040 Update meet transportation conformity requirements for PM-10 and PM-2.5 in the Pinal County nonattainment areas.  The results of the conformity analysis indicate that the proposed amendment, when considered together with the TIP and RTP Update as a whole, will not contribute to violations of federal air quality standards.

The documents mentioned above are available for review and comment on the Sun Corridor MPO website at www.scmpo.org. Special accommodations for reviewing the draft documents may be requested by contacting Jason Hafner at the email address listed below. Public comments are welcomed at the Sun Corridor Executive Board meeting on January 12, 2021 or may be submitted in writing by 10:00 a.m. on January 14, 2021 to the address below.

SUN CORRIDOR METROPOLITAN PLANNING ORGANIZATION

The Sun Corridor Metropolitan Planning Organization (MPO) is notifying the public of a proposed amendment to the FY 2020-2029 Sun Corridor MPO Transportation Improvement Program (TIP) and Regional Transportation Plan 2040 Update (RTP).

Release Date:  July 12, 2018
Closing Date:   August 01, 2018

The Central Arizona Governments (CAG) invites and seeks qualified firms or individuals, either singly or through a joint venture with others, to submit a proposal for consideration to provide Mobility Management Services as the Mobility Manager for the CAG and Sun Corridor Metropolitan Planning Organization (MPO) Regions.

Gila and Pinal Counties within the CAG Region reflect very different transportation challenges.  Gila County is primarily rural in nature, while Pinal County contains more urbanized populations.  The different topographical features and climates also create different needs.  Trip facilitation among the transportation planning areas becomes an important focus for the CAG Region due to these differences and challenges. It is CAG/Sun Corridor MPO’s intention to request a planning firm or individual to provide Mobility Management services and coordination, acting as the Region’s Mobility Manager to improve transportation (transit) services for all residents, which includes persons with disabilities and older adults.

All Requests for Proposals must be received by 3:00 PM on Thursday, August 30, 2018, at the CAG offices located at 2540 West Apache Trail, Suite 108, Apache Junction, AZ  85120.  Any proposal received after 3:00 PM on August 30, 2018 will be returned unopened.  Submittals must conform to the prepared Request for Proposals.

Study Underway to Assess Future Transit Needs for City of Eloy

The future of public transit in the City of Eloy is the focus of a new study being conducted by the Sun Corridor Metropolitan Planning Organization in Pinal County.

The study, funded by the Federal Transit Administration, is seeking public input on current and future transit needs in Eloy, including potential transit connections with adjacent communities.

A public open house will be held on Tuesday, June 5 from 5-7 p.m. at the Eloy Santa Cruz Library, 1000 N. Main Street in Eloy. The meeting will start with a brief presentation, followed by the opportunity for attendees to discuss public transit needs with the study team and fill out a survey.

The nine-month study will update a 2011 study to analyze the potential for, and viability of, a transit system designed to meet the anticipated future population and employment growth in the city and surrounding communities.

The study area is the current city limits of Eloy, with a focus on areas that are under development and potential connections with existing transit providers such as the Pinal Hispanic Council, the Eloy Adult Center and Central Arizona Regional Transit in Coolidge as well as the transit plan being developed by the City of Casa Grande.

The study includes the use of a map-based on-line public comment tool that features a public survey and can be found at https://gg.mysocialpinpoint.com/eloy-transit#/. Two public open houses will be scheduled as well to gather community input for use by the study team.

The study will assess current conditions to develop short-range and long-range transit plans as well as a plan for implementing both.

For more information about this study, please contact Jason Hafner, Sun Corridor MPO Transportation Planner, at (520) 705-5153 or at jhafner@scmpo.org.

PUBLIC NOTICE ON A PROPOSED AMENDMENT TO THE

FY2016-2025 SUN CORRIDOR METROPOLITAN PLANNING ORGANIZATION

TRANSPORTATION IMPROVEMENT PROGRAM

AND REGIONAL TRANSPORTATION PLAN 2040

The Sun Corridor Metropolitan Planning Organization (MPO) is notifying the public of a proposed amendment to the FY 2016-2025 Sun Corridor MPO Transportation Improvement Program and Regional Transportation Plan 2040. A regional emissions analysis has been conducted for the proposed amendment to the FY2016-2025 Sun Corridor MPO Transportation Improvement Program and Regional Transportation Plan 2040. Both the proposed amendment and the corresponding regional emissions analysis are being provided for review and comment. The proposed amendment requires a new conformity determination.

The proposed amendment to the FY2016-2025 Sun Corridor MPO Transportation Improvement Program and Regional Transportation Plan 2040 is required for various project changes. The changes impact the modeling assumptions used in the most recent conformity analysis and a new regional emissions analysis for the Pinal County nonattainment areas was conducted. The results of the regional emissions analysis for the proposed amendment indicate that the FY 2016-2025 Sun Corridor MPO Transportation Improvement Program and Regional Transportation Plan 2040 will not contribute to violations of federal air quality standards.

The documents mentioned above are available for review and comment on the Sun Corridor MPO website below and during normal business hours at the Sun Corridor MPO offices, located at 211 N. Florence St., #103 (back entrance), Casa Grande, AZ 85122. Public comments are welcomed at the Sun Corridor Executive Board meeting on May 8, 2018 or may be submitted in writing by 10:00 a.m. on May 31, 2018 to the address below.

ELOY TRANSIT FEASIBILITY STUDY RFP

UPDATE – On 05/25/2017, three questions were submitted to Sun Corridor MPO in regards to the Eloy Transit Study. A response was emailed back on 05/30/2017 to the current Sun Corridor MPO Consultant email distribution list. Please see the questions and responses below:

  1. Please clarify regarding the Final Coordination Plan work product listed on Page 8. Is this expected to be an official coordination plan as required by ADOT for the Eloy section of the MPO region?

The Final Coordination Plan should be included in any proposed alternative for the City of Eloy. It is expected that the Final Coordination Plan will outline how the proposed alternative will impact and coordinate with any 5310 and 5311 transit providers currently operating in the City.

  1. What is expected of the Air Quality Analysis work product listed on Page 8?

The EPA has designated a large portion of Pinal County as a nonattainment area for PM 10 and PM 2.5. Any changes, or additions to, transit routes or park and rides in the County need to be modeled by MAG to ensure Air Quality standards are met.

  1. Please confirm the RFP requirement of “two informational and educational presentations” means separate presentations at two scheduled City Council work study sessions and two Sun Corridor MPO Executive Board meetings.

Two informational and educational presentations at two distinct scheduled City Council Work Study Sessions will be required of the selected Consultant. If budget allows, the Consultant will also be asked to give two presentations to the Sun Corridor MPO Executive Board. If the Consultant and Transit Project Managers agree that budget could be more effectively spent elsewhere, one or both of the Executive Board presentations can be handled by City or Sun Corridor MPO staff.
